The plaintiff instituted this action under the Federal Civil Rights Act, 42 U.S.C. § 1983, for false arrest against the defendants, Officer Brian O'Neill and the town of Watertown (town). The plaintiff appeals from the trial court's order dismissing the allegations with respect to the town and its judgment in favor of O'Neill on the merits.
