Employer Keystone Steel and Wire (Keystone) filed a petition pursuant to section 19(h) of the Workers' Compensation Act (Act) (Ill.Rev.Stat.1989, ch. 48, par. 138.19(h)) alleging employee Dennis Brooks' (claimant) disability to his right eye had subsequently diminished or ended.
