On May 14, 1991 the Minnesota State Lottery discharged Terry D. Pechacek, whom the Lottery had employed as a marketing representative. The discharge followed Pechacek's conviction of criminal sexual conduct in the second degree, a felony. Minn.Stat. § 609.343, subd. 1(a) (1990).
