The Department of Transportation, Bureau of Driver Licensing (Department) appeals from the order of the Court of Common Pleas of Allegheny County (trial court) sustaining the appeal of Robert Michael Kappas (licensee) from the revocation of his operating privilege for one year. The revocation was imposed by the Department in accordance with Section 1532(a)(1) of the Vehicle Code.
