The City of Evanston (the City) sued William O'Leary and Debra Cox for violating the Evanston Residential Landlord and Tenant Ordinance (Landlord Ordinance) by locking two tenants of the Claridge out of their rooms. The City sought from each defendant payment of a fine of $500. The trial court dismissed the complaint on grounds that the ordinance did not apply to any tenancy for rooms in the Claridge...
