Plaintiffs, Greenbriar Nursing Home, Inc., Guest House of Slidell, Inc., Forest Manor, Inc., Lacombe Nursing Home, Inc., and Pontchartrain Guest House, Inc., are the owners and operators of the above named nursing homes and are located in St. Tammany Parish. They are the holders of Certificates of Need which were issued pursuant to Section 1122 of the federal Social Security Act, 42 U.S.C. Sec. 1320a-1 et seq.
