On September 9, 1974, relator Delores Cloud was hired by respondent Independent School District No. 38, Red Lake, Minnesota, for the full time position of the "Title V Indian Education Program Project Coordinator/Director." In March of 1993, respondent voted to reduce the Title V Coordinator/Director position to half time effective the 1993-94 school year. Relator requested a hearing.
