The state appeals from the county court's order which dismissed a DUI charge1 pending against Knowles. Knowles had paid a traffic fine for a civil traffic infraction (failure to drive within a single lane)2 arising out of the same incident which produced the criminal charge. The court posed to us the following question as one of great public importance, and we accepted jurisdiction.
