The plaintiffs, whom we shall refer to collectively as "Reynolds," are construction companies operating as a joint venture enterprise. Reynolds claims that, under G.L.c. 30, § 39G (1990 ed.), it is entitled to interest on amounts paid to it by the defendant town, Norwood, for construction work at Norwood Municipal Airport.
