Both the plaintiff, Northwestern Steel & Wire Company (Northwestern), and the defendant, the Industrial Commission of Illinois (Commission), appeal under Supreme Court Rule 307(a)(1) (134 Ill.2d R. 307(a)(1)) from a modified temporary restraining order. The order found that the Commission's rules relating to the requirements for approval as a self-insurer for workers' compensation claims were unconstitutional...
