Steven Carroll Snead appeals his conviction of driving while under the influence (DUI) in violation of Code § 18.2-266. He contends that (1) he was not provided a blood test after his arrest and the Commonwealth failed to prove that the blood test was unavailable, and (2) the trial judge erred by retroactively applying amended Code § 18.2-271(A) which, after the offense date, increased the mandatory period of suspension of driving privileges...
