Hogan appeals from his conviction of violating Prairie Village Ordinance No. 1785, Article 9.13, which makes it "unlawful for any person to engage in picketing before or about the residence or dwelling of any individual in the city, or before or about any church in the city." He was found guilty in municipal court of picketing before or about a church, and he appealed to the district court...
