In this case, the Port Authority of Allegheny County ("PAT") was ordered by the Court of Common Pleas of Allegheny County to bargain collectively with their first level supervisors through the supervisors' authorized bargaining agent, Appellee — Local 85 of the Amalgamated Transit Union ("Union").
