Robert V. Krueger, Jr., an employee of the United States Department of Agriculture, filed a Bivens action against eleven of the department's officials, alleging that he had been fired for his whistle-blowing activities. The district court dismissed the suit, holding that Bivens was not an appropriate vehicle for this action.
