COFFEY, Circuit Judge.
The Worker Adjustment and Retraining Notification Act ("WARN" Act) requires some employers of 100 or more full-time employees to give at least sixty days' advance written notice of plant closings and mass layoffs to affected employees. See 29 U.S.C. § 2102(a) (1988).
