The Wisconsin Employment Relations Commission (WERC) and Local 1403, AFSCME, AFL-CIO (the union), appeal from a May 14, 1991 order reversing WERC's decision of September 13, 1990, in which WERC concluded that the municipal employer, La Crosse County, committed a prohibited practice when it refused to proceed to final and binding arbitration of Helen Lewis' grievance for the county's termination of her employment following a work-related injury.
