Morris Major appeals the Superior Court's denial of his motion to vacate a commissioner's ruling concerning a child support arbitration award, arguing that the court had no jurisdiction to order payment of postsecondary education support to Sandra Brooks, his former wife, for their 18-year-old child, Gary Major.
