Police officers patrolling on West 41st Street near the Port Authority Bus Terminal were flagged down by a woman, who pointed at the defendant and told the officers that he had a shotgun and had threatened to shoot her with it. The officers told the woman, who remained at the scene, to take cover.

They then approached the defendant, immobilized him and seized a suitcase, which defendant had placed between his legs. Inside...
