The proceedings against Mr. DeLaRosa were initiated by the filing of a felony complaint on November 18, 1987 by which he was charged with criminal sale of a controlled substance in the first degree (Penal Law § 220.43). The ensuing indictment charged DeLaRosa, Jose Rosario and Amalia Chiong, with various counts of narcotics sale and possession. Ultimately, Amalia Chiong pleaded guilty...
