The question presented is whether an out-of-state DWI conviction is a conviction within the meaning of Ariz. Rev. Stat. Ann. (A.R.S.) section 28-445(A)(7), which provides for mandatory revocation of a driver's license on conviction of "a second charge of violating [A.R.S.] § 28-692, within a period of sixty months."
