Defendants, Roderick Deandra Sparks ("Sparks"), Bonnie Ray Dews ("Dews"), David Lee Spignor ("Spignor"), and Joe Thomas Tucker ("Tucker"), were jointly tried before a jury and convicted of various offenses stemming from a conspiracy to distribute crack cocaine. All four defendants were convicted of conspiring to possess with intent to distribute a controlled substance, in violation of 21 U.S.C. § 846 (1988). Sparks, Dews, and Spignor...
