PER CURIAM:

Barry Schmitz appeals from a superior court order on summary judgment dismissing his tort claim against the State of Washington. The decision of the Superior Court is affirmed.

FACTS

Larry Schmitz is the twin brother of appellant, Barry Schmitz. Larry was diagnosed as schizophrenic and has been committed to Western State Hospital on numerous occasions. His first psychiatric admission was in 1979. In both 1980 and 1982 he had been hospitalized...
