BRAY, Judge.

States Roofing Corporation (States) appeals the finding of the Workers' Compensation Commission (commission) that it was the "statutory employer" of Elvis Arnold Spence (claimant). States argues that the Workers' Compensation Act (Act) requires that this relationship be supported by "the existence of a contract between contractors," a circumstance which it denies in this instance. We agree with the commission and affirm its decision.
