Larry Allen Breeden pled guilty in the Circuit Court for Washington County to murder in the second degree and in addition he entered a plea of not criminally responsible by reason of insanity. Md. Rule 4-242(a) and (b)(3). The trial court accepted the guilty plea and a court trial was had on the issue of Breeden's criminal responsibility. Md. Rule 4-314(a)(4).
