Appellant Peter Clifford seeks annuities allegedly due his mother, Dorothy Clifford, under the Railroad Retirement Act ("Act"). The Railroad Retirement Board ("Board") awarded Mrs. Clifford annuities in 1977, but, according to appellant, mistakenly failed to credit several years of eligibility.
