After the Coates City Council voted not to renew respondent Eileen Knudtson's liquor license because a city ordinance prohibiting nudity in liquor establishments had been violated in respondent's bar, respondent brought an action in the district court seeking a declaratory judgment that the ordinance is unconstitutional and an injunction prohibiting the enforcement of the ordinance...
