Plaintiffs maintain that they are the owners or have an ownership interest in nine parcels of Manhattan realty. All nine are encumbered by liens for unpaid taxes, emergency repairs and health protective work which the City of New York maintains its agencies performed. The foreclosures were temporarily suspended when plaintiffs entered into in rem installment agreements which provided that the plaintiffs would pay the arrears in installments and pay the current charges...
