The sole issue before the court is if the evidence concludes the arresting officer had probable cause to perfect defendant's arrest on March 17, 1993. The parties have agreed that the only issue is in regard to the initial stop made by the officer and his initial contact with the defendant and whether he had probable cause or a reasonable suspicion to do so.
