Patricia Darlene Ratliff contends that the commission erred when it considered on review an issue that was not raised by either party, viz., whether the evidence was sufficient to establish an injury by industrial accident. Ratliff further contends that even if the issue was properly considered, the commission erred in determining that the evidence was insufficient to establish an injury by accident.
