The "Employment Protection Program" of the Airline Deregulation Act ("ADA" or "Act"), 49 U.S.C.App. § 1552, authorizes the Secretary of Labor to provide limited unemployment compensation to certain airline industry employees who lose their jobs because of the deregulation provisions of the Act.
