This matter came on to be considered upon the Attorney General's appeal from the June 24, 1993 order issued by the panel of commissioners. The panel's determination reversed the decision of the single commissioner finding that the applicant was a victim of "criminally injurious conduct" as defined in R.C. 2743.51(C)(1)(b).

A review of the facts reveals that the applicant sustained personal injury on May 15, 1990, when her vehicle collided...
