In the early 1960s, the state of Ohio undertook to remedy certain vehicular and pedestrian difficulties posed by the numerous railroad crossings in Ohio. Pursuant to this goal, the state targeted the Erie County intersection of State Route 250 and railroad tracks owned by the New York Central Railroad Company.
