Byard (Byard), a minor, by his parent and natural guardian, Brenda Byard, and Brenda Byard, in her own right (collectively Appellants), appeal from an order of the Court of Common Pleas of Philadelphia which granted the Motion for Summary Judgment of the Philadelphia Housing Authority (PHA).
