In March 1990, petitioner filed an extensive rate increase request with respondent for the rate year 1991 (hereinafter the rate year). Following an investigation of the reasonableness of this request by members of respondent's staff, evidentiary hearings were held and a panel of Administrative Law Judges issued a decision recommending a $23.6 million revenue
