(McQuaide) appeals from an order of the Pennsylvania Public Utility Commission (PUC) which adopted a decision of the administrative law judge (ALJ) which held that McQuaide violated the Public Utility Code1 when it entered into a lease arrangement with Keystone Courier (Keystone).
