This original action in mandamus was, pursuant to Civ.R. 53 and Loc.R. 11 of this court, referred to a referee, who has rendered a report recommending that the requested writ be denied, to which relator, Acie Reynolds, has filed objections contending that the referee's report should not be adopted because (1) the decision of respondent Industrial Commission fails to meet the requirements of State ex rel. Noll v. Indus. Comm. (1991),
