Karenae B. is a 2½ year old child. On March 24, 1993 The Legal Aid Society, as Law Guardian, filed a petition in New York County Family Court on her behalf alleging neglect by her parents. On April 28, 1993 a hearing was held pursuant to section 1028 of the Family Court Act to determine whether the child should be remanded to the Commissioner of Social Services or returned to the father during the pendency of proceedings....
