OPINION

SOVEN, J.

These three cases, consolidated on appeal, involve the meaning of the April and May 1992 "Curfew Law," consisting of a Los Angeles City ordinance and an emergency order issued by the Mayor of Los Angeles. The Curfew Law was put in effect during the civil disturbances that followed the announcement of the verdict in the first Rodney King case. We agree with defendants that "mere presence" on the street is not a violation...
