Appellee, Michael Carroll (Carroll), was indicted in the Circuit Court for Carroll County for five offenses: manufacturing a controlled dangerous substance (marijuana), possession of marijuana with the intent to distribute, maintaining a common nuisance, possession of marijuana, and possession of drug paraphernalia.
