The principal issue in this appeal is whether the trial court improperly reduced an assessment on the plaintiff's real property by adopting an appraisal methodology that was invalid as a matter of law. The plaintiff, Newbury Commons Limited Partnership, brought an action against the defendant, the city of Stamford, pursuant to General Statutes (Rev. to 1989) § 12-118,1 requesting a reduction of the assessment
