Steven Rhoads appeals from the order of the Dauphin County Court of Common Pleas dismissing his appeal and ordering him to submit his driver's license to the Pennsylvania Department of Transportation (Department).

Rhoads was arrested in the state of Delaware for driving under the influence of alcohol and/or drugs (DUI). He was convicted of that charge, and he was later informed by official notice that his driving privilege in that state...
