BISHOP, Judge.

Appellant, Montgomery County ("the County"), awarded Appellee, Paul A. Buckman ("Buckman"), a partial service-connected disability retirement upon the recommendation of the County's retirement system administrator ("the Administrator"). Buckman appealed the Administrator's decision to the Montgomery County Merit System Protection Board ("the Board") which sustained the Administrator. Buckman then appealed to the Circuit Court for Montgomery County....
