This appeal brings before us once again the vexing question of the applicability of the doctrine of "substantive due process" to land condemnations. The plaintiff wanted to use her land for a convenience store, gas station, and car repair shop. The zoning of the property was such that she required a permit for these uses from a county authority. The authority at first granted, and then after complaints from neighbors revoked, the necessary permits...
