This appeal involves the interpretation of Md. Code Ann. Art. 27, § 286(d) (1957, 1992 Repl.Vol.), of the controlled dangerous substance laws. Appellee/cross-appellant, Ardell Orlando Polley, was convicted by a jury in the Circuit Court for Harford County (Carr, J., presiding) of distribution of cocaine. Because he had previously been convicted of a drug offense, he was sentenced under the mandatory sentencing provisions of Md. Code Ann. Art....
