The sole issue on this review is whether a bargaining proposal by the Wisconsin Professional Police Association (WPPA) that would requirement La Crosse County to make its contributions to the Public Employee Trust Fund for its jailers equal in amount to those made for its Protective Occupation Participants (POPs)1 is a mandatory subject of bargaining.
