Pavonarius (Pavonarius) appeals from an order of the Court of Common Pleas of Lehigh County, dismissing her complaint in mandamus and granting the preliminary objections of the City of Allentown, Mayor Joseph S. Dadonna, the City Council of the City of Allentown,1 and Wayne T. Stephens, Chief of Police of the City of Allentown (collectively, the City of Allentown).
