The government appeals the district court's orders suppressing evidence as the fruit of an unlawful seizure of Defendants Terry King and Valerie Jean Burdex. The district court found that the police officer who seized Defendants lacked a reasonable suspicion that they were involved in criminal activity; therefore, Defendants' detention violated the Fourth Amendment. See Terry v. Ohio,
