(collectively Nitta) appeal an April 7, 1992 decision of the Court of International Trade (CIT), No. 92-51, sustaining a February 12, 1990 scope ruling by the International Trade Administration of the Department of Commerce (ITA) that nylon core flat belts1 are covered by an antidumping duty order issued by the ITA on June 14, 1989.2...
