Popowsky, Consumer Advocate of Pennsylvania (collectively, Petitioners) petition for review the order of the Pennsylvania Public Utility Commission (PUC) dismissing their complaint and holding that the existing rates of the Waymart Water Company (Waymart) were not shown to be unjust, unreasonable or unlawful.
