On April 23, 1991, Harry Watkins' trial on three counts related to threatening telephone calls to equal employment opportunity personnel of the Internal Revenue Service (IRS) was set to begin. Prior to jury selection, the district court excluded Mr. Watkins from the courtroom. The court found that he had knowingly and voluntarily waived his right to be present during trial.
